California Schools VEBA The California Schools Voluntary Employees Benefits Association (VEBA) was started in 1993 through the combined efforts of school superintendents and representatives of both the California Teachers Association (CTA) and the California School Employees Association (CSEA). With more than 65 participating school districts and over 150,000 members, VEBA collaboratively provides health care benefits and related services that are effective, affordable and of the highest quality and value.
